The ideal end-state, presumed to be readable between the lines of the Constitution’s text, is a perpetually receding horizon. The American people are ceaseless in their pursuit of that horizon, rarely pausing to reflect on how they may have changed in their relationships with one another as citizens during the pursuit or how their perception of what stands on that horizon may have changed as well."
